CSAL QUICK
RECALL TRAINING - January, 2010
CSAL Philosophy
The
philosophy of Catholic Schools Academic League is to provide the opportunity
for children to participate in Quick Recall competition in a positive
environment. The league is competitive,
but league standings do NOT affect tournament seeding. We discourage ‘stacking’ teams and lopsided
scoring. We encourage managing teams so
that every player participates in every match.
We also realize that this league helps prepare students for competition
at the Governor’s Cup level, so those rules (with noted modifications) are used
at matches. It is the responsibility of
the moderator/judge to ensure a positive, fair match. Partiality must not be shown towards either
team. Both moderator/judges must be
proactive in ensuring this occurs.

Responsibilities of the
Moderator/Judge
- Arrive on time – 3:00
– bring timer or watch with chrono
- Preread the questions
with the other moderator/judge in private, to check for mistakes and agree
on acceptable answers. When in
doubt, accept only what is on the answer sheet.
- Check to see that the
room is set up correctly – correct any mistakes before the match begins
- Nametags, blank
paper, pencils, and buzzers are the
only things allowed on the desk/table with students – No Cell Phones or
iPods in sight, not even silenced
- Home moderator –
introduce yourself and all officials
- Have captains
introduce their teams and coaches
- Conduct buzzer check
to ensure properly working equipment, before match begins, as well as
after every substitution – Always know who captains are
- Remind audience to
silence cell phones and to not talk during match
- Moderator reads for
one half, while judge writes responses and keeps a running score
- Judge rules
immediately if a situation arises (stop clock and use official time out if
necessary to quickly decide)
- Moderator and judge
switch roles at half (exceptions allowed)
- Know the rules (always
have CSAL rules with you)
- Rule fairly and
impartially – all inquiries/issues must be resolved at match
- Remember your
position, as a representative of a Catholic school, and your role, as an
adult who is modeling good sportsmanship
- BE IN CHARGE – if
there is a problem (too much traffic, too much talking) stop the match and
take care of it with an official time out.
If you are the visitor, you still have to be in charge (without
being overbearing of course)
Rules Changes – 2009-10
- Whole number
responses including “and” will now be acceptable
- Each team will
receive one substitution time-out per match (in addition to 2 regular
timeouts)
- Please read the
‘What’s New’ section in the manual for further information
Rules Changes – 2008-09 – Just a reminder!
- Use of any electronic
device by a student will forfeit the match
- No ‘playing up’
allowed – grade requirements have been clarified
- Moderators in
tournament rounds must be experienced (3 matches current season minimum)

Potential Problems
- Moderator error
(everyone makes them – move on)
- Inquiries – 3 minute
inquiry period after each half – be insistent on the timing and the rules
– must be presented by coach – must be written (no verbal explanations) –
no rebuttals (except during tournament) -
resolve all inquiries at the match – research if
necessary
- Equipment problems
(or unfamiliarity - provide practice time)
What Should You Do?
1. On a toss-up or a bonus, what should the
moderator do when only a partial answer is given?
- Nothing. Wait for the rest of the answer.
- Say “Incorrect”.
- Say “Partially correct”.
- Say “I need more information.”
2.
On a bonus, what should the moderator do if the wrong player answers?
- Say “Captain?”
- Say “Infraction” and offer the question to the other
team.
- Nothing. Ignore what the player says.
- Give a pointed ‘look’ at the captain and wait until the
response time expires.
3.
On a bonus, what should the moderator do if the response time (not the match
time) expires during the captain’s answer?
- Rule on the answer given, including that which was said
after time expired.
- Say “Time. Captain?”
- Say “Sorry. I
can’t accept that.”
- Rule on only the part of the answer given before time
expired.
4.
A bonus question has been read completely to Team A and answered
incorrectly. On the bounce back, how
much time does Team B get to respond?
- 10 seconds
- 5 seconds
- Until the time expires.
- No time. The captain must respond immediately to avoid
hesitation.
5.
On a toss-up or a bonus, what should the moderator do when the student gives
the correct answer (127) but says “one hundred and twenty-seven”?
- Say “Incorrect” and follow rules to offer bounce-back if
appropriate.
- Say “Incorrect. Your answer was right but you put the
word ‘and’ in there so the other team cannot answer now.”
- Say “Correct” and move on to the next question.
- Call an official time-out and consult with the judge on
how to handle the situation. Then either throw the question out or call
moderator error.
6.
When may a coach call their substitution time-out during a match?
- Before the reading of any toss-up.
- After any correct answer.
- After any incorrect answer.
- Before the reading of any bonus.

- Say “Incorrect.
Team B you have 10 seconds to answer.”
- Say “Incorrect.
Captain?”
8.
What should the moderator do when there is no answer given by a captain on a
bonus question?
- Say “Do you have an answer?”
- Say “Time. Captain?”
- Say “Captain?”

9.
What happens when the score is tied at the end of the second half (either match
time expires or there are no more questions)?
